Functionality Of The Interim Committee Of Dichoeung Community

One member of the committee, Mr Matlala Nkwai decided to withraw from the committee. As time went by, the committee could not succeed to fufill its mandate given in terms of the reference and due date. Members of the community had to intervene since it was clear that the committee was dysfuntional and its term has lapsed. Due to lockdown driven by pandemic coronavirus spreading covid 19 worldwide the community was unable to hold its mmeetings. Surprisingly some members of the lapsed committee took a decision to engage with ESKOM for the implementation of upgrading the substation without informing other members. No means were applied to involve the community at large. Moreover those individuals went further to employ certain people to work on the project without inviting community members to a meeting. That was totally disorder. As a result some members of the community had to call an urgent meeting of the community. In the meeting it was agreed that there was a need to confront ESKOM and the contractor about that situation. It so happened and all the stakeholders resolved to suspend the work. It was also resolved that the municipality must be involved as well. Finally the municipaity under the leadership of the ward coucilor suceeded to call community meeting in which project steering committee was established and people were publicly employed so that the project may be resumed. Community members resolved that the committee does no longer exist, and it is important that the meeting of all residents must be arranged to ensure the question pertaining leadership in the village is properly addressed. Thus in order to deal with t he matter the community held meeting on the 22/11/2020. In that meeting it was agreed that the committee had to be formerly dissolved. It so happened. Since most people left the meeting before the end the meeting was extended to the 29/11/2020. initially on that day community members differed about the status of the interim committee. There were those who said the interim committee doesn't exist anymore whereas the other members claimed that the committee still exists. Eventually the house resolved to vote and it was found that the majority of people were those who said that the committee is no more. It's therefore against this background that we established a working committee towards the formation of the community leadership. The committee consists of the following members; 1. Phakane Phahlamohlaka 2. Sepadi Matlala 3. Mpuru Kgaphola 4. Mojabeng Matlala 5. Name of a lady to be coopted. Term of office for the committee is two months. Thus on the 31/01/2021 the community is going to hold meeting in which the committee would be supposed to report back. The committee is mandated to draft constitution of running activities and matters of the community.
