Working Towards Establishment Of Leadership Of Dichoeung Community In Jane Furse

Dichoeung community exists in Jane Furse within the jurisdiction of Makhuduthamaga Local Municipality. Many years ago it was under traditional leadership of Matlala Tribal Authority.
In 1989 certain group of the community left with the traditional leadership for Marble Hall area. Most people of Matlala and other members of the community remained in Jane Furse. They organized themselves into a civic organization under the leadership of the late Mr. Choeung Wilfred Monama.

As time went by, Mr. Tjebane who is the former teacher of Matsebong High School took over. Then at the passage of time Mr. Choeung Lucas Masehla took from his predecessor who relocated to Vergelegen B
. Ultimately that leadership decided to transform itself into a Traditional Leadership without engaging general membership of the community. It is therefore against this background that some members of community organized themselves as Concerned Group since they were not happy with the manner in which the Traditional Council was formed and executing its functions. Furthermore the Concerned Group lodged complains with Cooperative Governance , Human Settlements and Traditional Affairs(COGHSTA) which then resolved to withhold financial operation of the Traditional Council.

This year, 2018 on the 15th April some members of the community called a meeting in which they were complaining about Matlala people for not providing proper leadership.

In that meeting a Task Team was formed and consisted of the following people;

  7. Tshepho Mothogoane
  8. Selemo Magatikele

The Task Team was led by Mr. Sepadi Wellinton Matlala and its core responsibility was to unite the council members and concerned group members. The team managed to facilitate several meetings with those people and other members in the community for deliberations.

Eventually on the 21st October 2018 a general community meeting was held as organized by the Task Team, Traditional Council together with Concerned Group, and an Interim Committee was established. The committee is led by Mr. Mpho Morithi Matlala and expected to run for a period of 12 months. It consists of members of the community from all zones of the village. In that meeting the community took the following resolutions;
  • Traditional Council must handover to the newly elected Interim Committee.
  • The newly Interim Committee must organize community meetings and workshops in which residents shall be given opportunity to deliberate on process of leadership that is necessary between Civic Organization/Communal Property Association and Traditional Council.
  • The committee must prepare a comprehensive report to the community meeting to be held on the 21st October 2019 wherein the residents would establish generally acceptable leadership of our village

Community Development Action Plan

Community held its general meeting on the 18th November 2018 at Bafedi Primary School in which chairperson of the Interim Committee outlined Community Development Action Plan, and it was adopted. It was agreed that the document should be used as the guiding tool for assessment of progress from now to 21th October 2018.

The Action Plan incorporates the following departments with their Heads;
  1. Organizational development: It involves institutional structures of community leadership, an it is headed by chairperson - Morithi
  2. Land development as headed by Minaar. It talks about areas which must be targeted for businesses and those which must be used for habitats of residents. 
  3. Educational Trust: Mojabeng as head of this department is expected to ensure programs with regard to education of residents become success.
  4. Infrastructure: It involves establishment and development of all infrastructures in our community, and it is headed by Nkwai.
  5. Disaster and waste management, and Mampuru is head of the dept. It talks about victims of disaster and how to ensure our environment is always clean.
  6. Social development: Stallion is head of this dept. It  is about ensuring that community members have access to social programs. 
On the 21st November 2018 community meeting with Eskom had been successful with regard to take community resolution on upgrading of substation in the village. Nkwai as head of infrastructure shall be responsible for this program from the beginning to the end.

Dichoeung Community Park
Mesehlaneng area next to a hill known as Nakwane is from now going to be used as community park. Therefore people must stop to discard wastes in the area,  and anybody resisting shall be continuing to do so at his her own risk.
