Functionality Of The Interim Committee Of Dichoeung Community
One member of the committee, Mr Matlala Nkwai decided to withraw from the committee. As time went by, the committee could not succeed to fufill its mandate given in terms of the reference and due date. Members of the community had to intervene since it was clear that the committee was dysfuntional and its term has lapsed. Due to lockdown driven by pandemic coronavirus spreading covid 19 worldwide the community was unable to hold its mmeetings. Surprisingly some members of the lapsed committee took a decision to engage with ESKOM for the implementation of upgrading the substation without informing other members. No means were applied to involve the community at large. Moreover those individuals went further to employ certain people to work on the project without inviting community members to a meeting. That was totally disorder. As a result some members of the community had to call an urgent meeting of the community. In the meeting it was agreed that there was a need to confront ESKOM and the contractor about that situation. It so happened and all the stakeholders resolved to suspend the work. It was also resolved that the municipality must be involved as well. Finally the municipaity under the leadership of the ward coucilor suceeded to call community meeting in which project steering committee was established and people were publicly employed so that the project may be resumed. Community members resolved that the committee does no longer exist, and it is important that the meeting of all residents must be arranged to ensure the question pertaining leadership in the village is properly addressed.
Thus in order to deal with t
he matter the community held meeting on the 22/11/2020. In that meeting it was agreed that the committee had to be formerly dissolved. It so happened. Since most people left the meeting before the end the meeting was extended to the 29/11/2020. initially on that day community members differed about the status of the interim committee. There were those who said the interim committee doesn't exist anymore whereas the other members claimed that the committee still exists. Eventually the house resolved to vote and it was found that the majority of people were those who said that the committee is no more.
It's therefore against this background that we established a working committee towards the formation of the community leadership. The committee consists of the following members;

3. Mpuru Kgaphola
4. Mojabeng Matlala
5. Name of a lady to be coopted.
Term of office for the committee is two months. Thus on the 31/01/2021 the community is going to hold meeting in which the committee would be supposed to report back. The committee is mandated to draft constitution of running activities and matters of the community.

Participation of Makhuduthamaga Local Municipality In Dichoeung Fun Walk / Run
Morithi Mpho Matlala , Sepadi Tax Matlala and Kgagudi Minaar Morwamoche are members of Dichoeung community in Makhuduthamaga Local Municipality. They came together and organized themselves as Dichoeung Events Coordinators, and planned Fun Walk/ Run in order to promote well being of people.
The event took place on the 20 April 2019 from Bafedi P School via Vergelegen B , Vergelegen A , Ga-Moraba , Moretsele and Tshehlwaneng Road to the community park next to Matsebong High School , and the day was actually fantastic. It was attended by people from different communities across the municipality. Mime councilor Motseni was also available and she was amongst those who were walking and running.
The Events Coordinators would like to express their gratitude to the Honorable Mayor Councilor Maitula Minah Bahula together with her staff in Mayor's office and community services for their active support of the event. The support of Makhuduthamaga Local Municipality in the Fun Walk / Run is extremely commendable.

Working Towards Establishment Of Leadership Of Dichoeung Community In Jane Furse
Dichoeung community exists in Jane Furse within the jurisdiction of Makhuduthamaga Local Municipality. Many years ago it was under traditional leadership of Matlala Tribal Authority.
In 1989 certain group of the community left with the traditional leadership for Marble Hall area. Most people of Matlala and other members of the community remained in Jane Furse. They organized themselves into a civic organization under the leadership of the late Mr. Choeung Wilfred Monama.
As time went by, Mr. Tjebane who is the former teacher of Matsebong High School took over. Then at the passage of time Mr. Choeung Lucas Masehla took from his predecessor who relocated to Vergelegen B. Ultimately that leadership decided to transform itself into a Traditional Leadership without engaging general membership of the community. It is therefore against this background that some members of community organized themselves as Concerned Group since they were not happy with the manner in which the Traditional Council was formed and executing its functions. Furthermore the Concerned Group lodged complains with Cooperative Governance , Human Settlements and Traditional Affairs(COGHSTA) which then resolved to withhold financial operation of the Traditional Council.
This year, 2018 on the 15th April some members of the community called a meeting in which they were complaining about Matlala people for not providing proper leadership.
In that meeting a Task Team was formed and consisted of the following people;
Eventually on the 21st October 2018 a general community meeting was held as organized by the Task Team, Traditional Council together with Concerned Group, and an Interim Committee was established. The committee is led by Mr. Mpho Morithi Matlala and expected to run for a period of 12 months. It consists of members of the community from all zones of the village. In that meeting the community took the following resolutions;

- The committee must prepare a comprehensive report to the community meeting to be held on the 21st October 2019 wherein the residents would establish generally acceptable leadership of our village

- Infrastructure: It involves establishment and development of all infrastructures in our community, and it is headed by Nkwai.
- Disaster and waste management, and Mampuru is head of the dept. It talks about victims of disaster and how to ensure our environment is always clean.
- Social development: Stallion is head of this dept. It is about ensuring that community members have access to social programs.
On the 21st November 2018 community meeting with Eskom had been successful with regard to take community resolution on upgrading of substation in the village. Nkwai as head of infrastructure shall be responsible for this program from the beginning to the end.
Dichoeung Community Park
Mesehlaneng area next to a hill known as Nakwane is from now going to be used as community park. Therefore people must stop to discard wastes in the area, and anybody resisting shall be continuing to do so at his her own risk.

Programmes Of Action
In its Biannual Branch Meeting we, members of the Branch had agreed to meet once every first Saturday of each month. We resolved that the executive committee should draft Programmes of Action for adoption by general membership of the Branch in a fiasco. Simply, the Branch doesn't have an adopted programmes of Action. That is the reason why the branch is not in touch with the mass in our communities, and that is unANC.
Meetings Of The Branch
The decision to attend meeting once per month is not implemented. The Branch membership is informed about meetings only when they are expected to nominate delegates and public representatives to conferences and government offices. Some members are excluded from those meetings irrespective of their membership being in good standing.
Flag Of The Branch
Tax Matlala has contributed two beautiful flags for the Branch without any expectations of rewards. The flags are submitted in the meeting of the Branch wherein the executive committee was elected, and they are in the hands of Branch Treasurer as the Secretary so ruled.
Veterans of the Revolutionary Movement in the Branch
The Branch should be proud of the veterans of its organization. Some of them are still alive and they live within communities in their villages. Comrade, ntate Phetedi Moetanalo is an example. It is necessary for the branch to realize this as an opportunity because members of the organization must from time to time learn about history of their revolutionary movement. Veterans have experience of our revolution. For that matter the Branch can use them as lecturers which comrades and members of our communities can rely on.
An Important Message To Branch Members And People In The Ward.
Please don't be angry with the leadership and or the organization as a whole because an anger cannot and would never address challenges and problems. The best way to deal with challenges and problems is to engage with the leadership in order to prepare special general meeting of the Branch and invite community members. In that meeting all comrades and residents should be given an opportunity to raise their concerns and opinions with regard to development of their areas. Comrades and or residents would really be learning from each other.
Recommendations
Tax Matlala has no interests to be elected into any position of leadership in the organization. He sees himself as the leader of the organization without holding any position. To be a leader doesn't mean that one has to be elected. Tax believes that he can assist those who are elected to lead. So, the elected ones must be Eveready to engage tirelessly and selflessly with comrades who are willing to offer assistance. Should our elected leaders seriously take this into consideration, our Branch would be strong enough to participate in various programs which are intended to improve quality of life of people in our villages. A good leader must always be ready to learn from his/her followers because learning is non ending endeavor to extent capacity of an individual. Equally as s/he leads, a leader must allow oneself an opportunity to be led by others because nobody in the universe can claim to be perfectionist.
It is the responsibility of the Regional Leadership to intervene and compel Braches to submit their reports on monthly basis as per requirement of the constitution of the organization.

Advice From Former CouncilorTo All Residents Of Makhuduthamaga
Wellinton Sepadi Matlala is one of residents in Makhuduthamaga Local Municipality. He is a former councilor of the municipality. He understands how the municipality operates, and for that matter he is ready to share what he knows with the communities.
He calls upon members of communities to communicate their inputs or complains with members of ward committees and councilors. In case where they want to march it is advisable for them to interact with the speaker of the municipality. The reason being that it is possible for the speaker to ensure that the municipality could attend to their needs as soon as possible without a march.
Matlala is not speaking for the municipality because the municipality has its own spokesperson. . He is just advising people because he is part of them and willing to share with them what he understands.
