Working Towards Establishment Of Leadership Of Dichoeung Community In Jane Furse

Dichoeung community exists in Jane Furse within the jurisdiction of Makhuduthamaga Local Municipality. Many years ago it was under traditional leadership of Matlala Tribal Authority.
In 1989 certain group of the community left with the traditional leadership for Marble Hall area. Most people of Matlala and other members of the community remained in Jane Furse. They organized themselves into a civic organization under the leadership of the late Mr. Choeung Wilfred Monama.

As time went by, Mr. Tjebane who is the former teacher of Matsebong High School took over. Then at the passage of time Mr. Choeung Lucas Masehla took from his predecessor who relocated to Vergelegen B
. Ultimately that leadership decided to transform itself into a Traditional Leadership without engaging general membership of the community. It is therefore against this background that some members of community organized themselves as Concerned Group since they were not happy with the manner in which the Traditional Council was formed and executing its functions. Furthermore the Concerned Group lodged complains with Cooperative Governance , Human Settlements and Traditional Affairs(COGHSTA) which then resolved to withhold financial operation of the Traditional Council.

This year, 2018 on the 15th April some members of the community called a meeting in which they were complaining about Matlala people for not providing proper leadership.

In that meeting a Task Team was formed and consisted of the following people;

  1. Sepadi Matlala
  2. Mampuru Matlala
  3. Magope Matlala
  4. Morithi Matlala
  5. Mampipe Maphila
  6. Matintane Masehla
  7. Tshepho Mothogoane
  8. Selemo Magatikele
  9. Letuku Bogopa
  10. Lefeku Rakwena
The Task Team was led by Mr. Sepadi Wellinton Matlala and its core responsibility was to unite the council members and concerned group members. The team managed to facilitate several meetings with those people and other members in the community for deliberations.

Eventually on the 21st October 2018 a general community meeting was held as organized by the Task Team, Traditional Council together with Concerned Group, and an Interim Committee was established. The committee is led by Mr. Mpho Morithi Matlala and expected to run for a period of 12 months. It consists of members of the community from all zones of the village. In that meeting the community took the following resolutions;
  • Traditional Council must handover to the newly elected Interim Committee.
  • The newly Interim Committee must organize community meetings and workshops in which residents shall be given opportunity to deliberate on process of leadership that is necessary between Civic Organization/Communal Property Association and Traditional Council.
  • The committee must prepare a comprehensive report to the community meeting to be held on the 21st October 2019 wherein the residents would establish generally acceptable leadership of our village
We are therefore as a community calling upon each an everybody to share views with us on how we can ensure there is elected leadership that would enjoy a support of the majority of members of the community. For more information interested individuals and organizations can contact the following executive members of the Interim Committee,

Community Development Action Plan

The Action Plan incorporates the following departments with their Heads;

  15. Monkie
Programmes Of Action

In its Biannual Branch Meeting we, members of the Branch had agreed to meet once every first Saturday of each month. We resolved that the executive committee should draft Programmes of Action for adoption by general membership of the Branch in a fiasco. Simply, the Branch doesn't have an adopted programmes of Action. That is the reason why the branch is not in touch with the mass in our communities, and that is unANC.

Meetings Of The Branch

The decision to attend meeting once per month is not implemented. The Branch membership is informed about meetings only when they are expected to nominate delegates and public representatives to conferences and government offices. Some members are excluded from those meetings irrespective of their membership being in good standing.

Flag Of The Branch

Tax Matlala has contributed two beautiful flags for the Branch without any expectations of rewards. The flags are submitted in the meeting of the Branch wherein the executive committee was elected, and they are in the hands of Branch Treasurer as the Secretary so ruled.

Veterans of the Revolutionary Movement in the Branch

The Branch should be proud of the veterans of its organization. Some of them are still alive and they live within communities in their villages. Comrade, ntate Phetedi Moetanalo is an example. It is necessary for the branch to realize this as an opportunity because members of the organization must from time to time learn about history of their revolutionary movement. Veterans have experience of our revolution. For that matter the Branch can use them as lecturers which comrades and members of our communities can rely on.

An Important Message To Branch Members And People In The Ward.

Please don't be angry with the leadership and or the organization as a whole because an anger cannot and would never address challenges and problems. The best way to deal with challenges and problems is to engage with the leadership in order to prepare special general meeting of the Branch and invite community members. In that meeting all  comrades and residents should be given an opportunity to raise their concerns and opinions with regard to development of their areas. Comrades and or residents would really be learning from each other.

Recommendations

Tax Matlala has no interests to be elected into any position of leadership in the organization. He sees himself as the leader of the organization without holding any position. To be a leader doesn't mean that one has to be elected. Tax believes that he can assist those who are elected to lead. So, the elected ones must be Eveready to engage tirelessly and selflessly with comrades who are willing to offer assistance. Should our elected leaders seriously take this into consideration, our Branch would be strong enough to participate in various programs which are intended to improve quality of life of people in our villages. A good leader must always be ready to learn from his/her followers because learning is non ending endeavor to extent capacity of an individual. Equally as s/he leads, a leader must allow oneself an opportunity to be led by others because nobody in the universe can claim to be perfectionist.
It is the responsibility of the Regional Leadership to intervene and compel Braches to submit their reports on monthly basis as per requirement of the constitution of the organization.

LONG LIVE THE SPIRIT OF VOLUNTARISM AND NOT FIGHTING FOR POSITIONS IN OUR ORGANIZATION LONG LIVE
AMANDLA

Advice From Former CouncilorTo All Residents Of Makhuduthamaga

Wellinton Sepadi Matlala is one of residents in Makhuduthamaga Local Municipality. He is a former councilor of the municipality. He understands how the municipality operates, and for that matter he is ready to share what he knows with the communities.
He calls upon members of communities to communicate their inputs or complains with members of ward committees and councilors. In case where they want to march it is advisable for them to interact with the speaker of the municipality. The reason being that it is possible for the speaker to ensure that the municipality could attend to their needs as soon as possible without a march.
Matlala is not speaking for the municipality because the municipality has its own spokesperson. . He is just advising people because he is part of them and willing to share with them what he understands.

Mobilization Of Tertiary Institution Around Jane Furse Areas

Most of people around Jane Furse areas are complaining about lack of tertiary institution. They complain about lot of funds they spend for their children on transport and accommodation. Their argument is that it is necessary to bring tertiary institution around their areas because the majority of them cannot, in deed  afford such expenses. Messrs. Mpho Morithi Matlala and Mpyane Jan Kgolane emphasize the necessity of tertiary institution in Jane Furse area. Mr. Mpyane Jan Kgolane went to an extend where he even requested me to publish this information and take it to the Mayor of local municipality.

Taxman, Sepadi Wellinton Matlala is therefore publishing the above mentioned information with a hope that the public may comment and facilitate process of ensuring that establishment of tertiary institution becomes a success. The fundamental reason being that Jane Furse is being declared as nodal point  of development. The Mayor of Makhuduthamaga Local Municipality, Executive Mayor of Sekhukhune District Municipality, MEC for Education, Minister for Higher Education Department and the President are expected to do something possible with regard to this important recommendation(establishment of tertiary institution around Jane areas).

Comments from our leaders, managers and the public at large would be highly appreciated.

Bafedi Primary School In Dichoeung Jane Furse

     1 Introduction

    Bafedi Primary School is one of the public Schools that exists in Sekhukhune District Region of Limpopo Province. The school depends on allocation of norms and standards by the Department of Education. Thus in order to effectively and efficiently run all its activities to satisfaction the school, the principal and chairperson of SGB are seriously engaged in a campaign wooing support from outside individuals and institutions/organizations.

     2.   SGB Composition

        The School Governing Body consists of the following people;
        2.1   Mr. Matlala: Parent component member: chairperson
        2.2   Mrs. Molapo: Parent component member: deputy
        2.3   Mrs. Nkadimeng: Educator component member: secretary

     3.    Development Committee

 Chairperson of SGB called general meeting of former learners who schooled  at Bafedi  Primary School. That meeting was held on the 14th October 2018 at the same place and it was facilitated by the same person. All people who attended the meeting were not happy with the infrastructure of the school. For instance the school has no administration office, and some of its classrooms are very old and dilapidated. We therefore established development committee which shall serve as subcommittee of the SGB. Chairperson of the SGB is the convener of that committee and other members are as follows;
     3.1.   Mr. Lehlagare Matlala
     3.2.   Mr. Alcott Matlala
     3.3.   Mr. Ramphelane Matlala
     3.4.   Mr. Seshoete Matlala
     3.5.   Mr. Simon Mnisi

     4.   Bafedi Primary School Foundation

We reiterate that funds of the school are not enough to fulfil our development action for the school. In order to implement development action plan the established development committee is working towards formation of foundation that would be able to generate funds. That Foundation would enable the school to safeguard our properties; to develop infrastructure; to improve quality of education and to execute other functions of the school.
Thus for the school to be successful, we are appealing to the following people to contribute certain amount of money into an account that may approved by the MEC of the Department of Education in our Province;
  • Parents
  • Former Teachers
  • Former Learners
  • Community Members
  • Business People
  • Anybody who may be interested to contribute
The school foundation policy

(b)  Type of the Account:

Every financial donor of this Foundation shall be entitled to be provided with an information pertaining budget of the foundation, and they must commend on how money should be generated or increased and spent.
(g) Signatories: To be decided in the meeting of Parents and individuals with bad financial records must not be allowed. In spite of that other members of the SGB who are not executive members may volunteer to serve as signatories and their names would be adopted in the general meeting of parents who have the rights to reject the names if needs be. Those signatories shall liaise with those who are responsible for the funds of the school in order to learn from them.
(h)  Meetings for signatories to account: SGB of the shall be responsible to call special annual meetings in order to hold signatories of the Foundation accountable on its funds.
(I) Declaration of the names of our donors: All names of people who donate as individuals or organizations / institutions or businesses would be published and sent to SARS, Department of Education and the office of our national President for recognition as role players participating in programs of social responsibility which are aimed to assist communities, especially our school community being the learners, teachers and parents.

(k) Assistance of Signatories of the Foundation: The finance committee of SGB shall be responsible to assist them with regard to their accountability of the funds of the school foundation.

5.  Participation of parents

Participation of all parents in our school is compulsory and we neither apologize nor regret for saying that. All parents whose children are registered at our school are compelled to attend all meetings of the school. They must also ensure that their children attend school the whole period of the year. Parents must assist their children without compromise on their school work. Any parent who does not attend meetings of the school and s/he who doesn't care about children's absence at school and the one who does not assist his/her children on school work must simply know and understand that s/he contravene the law of our country. Therefore SGB has the right to inform and or involve social workers and police men/women about such illegal activities.

    6.  Involvement of community

School is an asset of the community. It continues to produce leaders of tomorrow. Excluding members of  the community in our school would not help us in any way. We accept to work together with everybody and every institution on a program that is intended to improve quality of education. It is our hope that together we can do more in our school. People must not bring their differences or squabbles/problems at school.

   7.  Business people

The school and the Department of Education cannot do enough if they don't invite business people to actively participate in development programs of the school. As we really understand the significant role that can be played by private sector we are vehemently engaging local and outside business people in order to forge strong partnership with them. All business men and women should voluntarily liaise with the school principal and or chairperson of the SGB in order offer any kind of assistance that would be appreciated. Let us come together and join hands. Together we can do more to improve education of our children and a society at large.

8. Discipline At Our School

In our school discipline is not used as a means of punishment to cause pain to somebody. All teachers are expected to instill discipline to learners whose behavior reflect misconduct. Wherein a continues with his / her misconduct, teachers are responsible to inform and involve the principal who report the matter to SGB members if the learner is reluctant to change. The SGB has capacity to manage such kind of situations as they call special meeting with parent(s) of an learner who fail to cooperate in the school. The process that we follow therein as means of instilling discipline is as follows;
  • Advice
  • Reprimand
  • Home Visits
  • Involvement Of Relevant Structures
  • Reporting to the Department Of Education
9. Adoption Of The School

We appreciate any kind of donations from whoever. Furthermore we are appealing to anybody / institution to adopt our school for purpose of working towards development of the school on voluntary basis, and for that we have targeted local business people, leaders and those who are able to generate income.

10. Appreciation Of  Commitment And Voluntary Work.

We would like to acknowledge commitment and voluntary participation of people as they are really involved in education of our children and development of the school as follows;
  • The Principal and his team: For their commitment in executing their responsibilities.
  • Learners: for doing their school work.
  •  Members of SGB: For availing themselves to lead our school.
  • Parents who attend meetings: For prioritizing education of our children.
  • Kitchen servants: for preparing and providing food to the school children.
  • CWP Workers: For cleaning our environment.
  • Members of development committee: For intending to assist SGB.
  • Mr Minaar Morwamoche: For participating in a program which is aimed to improve performance of learners.
  • Rakgoadi Progressive Bakery: For allowing the school to use their stage and sound system during farewell of grade 7 learners.
  • Cashbuild: For donating a water jojo tank

  • Mr. Lebo Mashigo: For willing to erect stand of the donated tank.
  • Maduane and Norman Aphane: For erecting stand of donated tank
   11.  Program To Improve Performance of Learners

Teachers are committed to improve poor performance of learners as some of them are  participating  in an after school program. Members of the SGB are also taking part as some are actively involved.  They even engage parents in special meetings in order to check how they assist their children on school work and to exchange views with regard to mechanisms which can be used to improve performance of learners. We also mobilize community members to participate in this program for the fact that a community is seen as another important stakeholder in the school.

Participation Of Mokone Wa Matlala In Community Development Program

Wellinton Sepadi Matlala is serious about development of the communities around Jane Furse and neighboring villages within Sekhukhune Region of Limpopo Province. During his term as ward councilor in Makhuduthamaga Local Municipality, Taxman organized and paid for transport as he arranged an induction program whereby he made learners of Matsebong High School familiar with environment of university at university of the North as part of motivating them to be committed with their studies. Most of those learners performed well at the end of their final exams. They ended up registering with tertiary institutions and they are currently working. Mr. Moses Mosese is an example. His parents were struggling to financially support him to further his studies. Eventually Taxman approached local and young business man, the late Garry Tjale who voluntarily managed to contribute certain funds  which made it possible for Moses to be registered at tertiary institution.

During the term of Mrs Chrissie Phokoane as chairperson of SGB at Bafedi Primary School while Mr. the late Moleke was the Principal, Tax Matlala was coopted into the SGB and he led the team to successfully trace school property which was supposed to be delivered at the school. He also assisted Mefolo High School during the term of former Principal Mahloko at Manganeng village in the same way. Both schools became happy.
He worked together with the department of Social Development which was led by Mrs Mphahlele to initiate a garden and create a water bore hole at Bafedi Primary School.

Some old people were complaining that they could not benefit from old age grants as their identity documents had been erred. For that matter Tax Matlala arranged with the Department of Home Affairs in order to inform them about the requirements correcting their identity documents. Only the late Mrs. Kgaphola who was known as Mmago Mpuru managed to collect the documents  as per requirements. Then Tax organized and paid transport for Mrs. Kgaphola to Lebowakgomo where her identity document had been corrected and ended up successfully benefiting the grant as she so hoped.

This year, 2018 Miss Mamphare Virginia Makua had encountered a problem. Her shack in which she lives with three children was affected by disaster due to fire. All her belongings caught fire and nothing could be saved. She is single and unemployed mother who has disability. Makhuduthamaga Local Municipality with the assistance of Mrs. Lebogang Mphela under the senior leadership of Disaster Management by Mrs. Elizabeth Marishane provided the victim with ready made shack and some blankets. As it was really not enough for the victim, Taxman Matlala approached some local business people including other employees who are working in the municipality, and successfully requested donations on behalf of the victim, and the following people submitted their contributions;
1. Mr. Villy Matlala
2. Mr. Kotole Matlala
3. Mr. Ronald Moganedi
4. Mrs. Elizabeth Marishane
5. Mr. Marumo Lekwankwa
6. Dr. Seoki Lerutla
7. Mr. Abram Mashabela

Taxman acknowledged contributions of the above-mentioned donors. As he was engaging further he found that the Executive Mayor of Sekhukhune, Councilor Keyamotseng Stanley Ramaila was playing significant role asking business people to participate in social development program. Actually Mr Mashabela was responding to the call of the Executive Mayor and Taxman whishes them together with all who are mentioned above good luck in that program as it reflect their dedication to social development.

Taxman resolved to involve Mrs. Tebogo Nonyane who was eager to assist in the program so that he can have somebody to witness what takes place in relation to contributions. That is the reason why today Taxman and Tebogo are calling upon all people (individuals and organizations) who might be interested in accomplishment of the project: construction of the house for Virginia Makua.
Mr Mashabela disclosed that he participated in activities aimed at a fight against poverty such as building a house for a particular family within Makhuduthamaga Local Municipality; and supporting community sport by donating for tournaments and buying soccer kits to foot ball clubs in Ngwanamatlang community.
